Campaign finances top new leader's list; But Senate Republicans may stand in the way.

Teacher and health care unions, trial lawyers, insurance companies, hospital associations and other big donors have been successful over the years in getting their views not only heard, but also usually heeded.
They've drowned out the loud, but meagerly funded complaints of taxpayers, local governments and reform advocates. Lax campaign finance rules have long been blamed for allowing those who have the financial resources easy access to those who call the shots.
