Politics stifle paid-leave bill; GOP may be holding off passage in hopes of election-year bargains.(News)

Byline: Erik Engquist Although it drew general support from state lawmakers, an initiative on paid family leave championed by Gov. Eliot Spitzer was not passed before the legislative session ended last week--a classic example of Albany politics trumping policy. Senate Republicans apparently prefer not to act on the measure until 2008, a crucial election year for them.

They can then pass the bill in exchange for campaign help from the legislation's supporters, such as the Working Families Party. The GOP senators have used such strategies before: They waited for opportune times to pass a measure to increase the minimum wage, a bill on emergency contraception and the Sexual Orientation Non-Discrimination Act.
