People meters to shake up; WCBS's return to oldies tied to impact of new system; lower ratings likely.(News)

Byline: Matthew Flamm On july 12, the day CBS Radio pulled the plug on Jack-FM, the mayor issued a proclamation welcoming back WCBS-FM and its oldies format. He should also have sent a thank-you note to Arbitron. CBS executives had seen the results of the media research company's new Portable People Meters in Philadelphia.
The electronic system will be rolled out in New York this fall--and radio insiders all over the dial are preparing for a sea change. In Philadelphia, the first city to switch to the meters, rock and oldies beat other formats, which is why CBS also recently dumped its low-rated, all-talk Free-FM and reverted to K-Rock.
