People meters to shake up; WCBS's return to oldies tied to impact of new system; lower ratings likely.(News)

He should also have sent a thank-you note to Arbitron. CBS executives had seen the results of the media research company's new Portable People Meters in Philadelphia.

The electronic system will be rolled out in New York this fall--and radio insiders all over the dial are preparing for a sea change.
