RPCC pushing for tax break; Bill likely to face opposition from paper industry.

WASHINGTON -- The plastic pallet industry is pursuing tax breaks in Congress for both manufacturers and users of reusable pallets and containers, but the legislation is running into opposition from the paper industry. The Reusable Pallet and Container Coalition paints the legislation as leveling the field for what they consider their more environmentally friendly product.

But the paper industry is telling lawmakers not to give tax breaks that favor one type of packaging. While forest-products companies challenge the merits of the RPCC bill, paper companies are seeking their own tax legislation, a reforestation tax credit that is part of House-passed minimum-wage legislation.
