Senate Contemplating RPS Vote, Could be Big driver for Wind Power.

July 19, 2003 - The full U.S. Senate may vote as early as the week of July 28 on whether to include a 10% national Renewables Portfolio Standard (RPS) within the energy policy bill moving through Congress. The RPS amendment would be offered by Sen. Jeff Bingaman (D-N.M.). If the Senate completes action on the energy bill before its August break or in September, it would next be reconciled with a similar energy bill passed by the House of Representatives last April.
If the House and Senate can reconcile their two bills and the President signs a merged bill, the process could take until October 2003. The RPS amendment calls for 10% of the nation's electricity to be derived from renewables - wind, solar, geothermal, biomass, and other sources - by the year 2020....
