WASHINGTON -- Pension legislation could give President George W. Bush an early victory on Capitol Hill. While Mr. Bush's campaign proposals and his $1.6 trillion tax-cut package do not include any pension provisions, his administration is expected to be favorably inclined toward a legislative package that would hike contribution limits for 401(k) and individual retirement accounts and increase pension portability.

Meanwhile, new leadership on congressional committees will alter the environment for pension legislation. But the overall dynamic -- a split Senate and a House with a slim Republican majority -- means nothing will pass Congress unless it appeals to both sides.
