Pension or retirement proposals were notably absent from Mr. Bush's speech. In fact, the president asked lawmakers for permanent tax cuts for married couples, families and small businesses, but failed to seek permanent status for temporary higher contribution and benefits limits for retirement plans and individual retirement accounts enacted in May 2001.
