Byline: AL PEARCE Frank Kimmel breezed through last year's Auto- mobile Racing Club of America season like George W. Bush will breeze through this summer's Republican National Convention. Nobody laid a glove on Kimmel (above) as he won seven of the 22 races and the champion- ship by 675 points over winless Jason Jarrett, Dale Jarrett's son.
