Byline: Rob Phillips Daily Herald Staff Writer If a private company had your car towed within Elgin in the past, a city ordinance required the car be taken to a lot outside city limits. A rule allowed only cars towed by Elgin police to be stored in one of the two impoundment lots within the city.
