In affluent Barrington Hills, new homes must be built on lots at least five acres in size. In Glen Ellyn, developers are allowed to build no more than three homes on one acre of land. And in Batavia, where lot sizes vary, developers must choose street names from a pre-approved historical society list.
But Elgin went too far when its own development guidelines for the area west of Randall Road included minimum selling prices of $225,000 for townhouses and $325,000 for single-family homes, a housing advocacy agency charged this week.
