Parking issues delay retail development.(Neighbor)

A developer looking to build a retail center, bank and Ace Hardware next to South Elgin's new Jewel-Osco may face some obstacles. Trustees asked the developer last week to come back with answers to numerous questions about parking and access to the project. If the concerns are worked out, the proposal could come back before the village board at its next meeting, set for Sept.
