Byline: Alicia Fabbre Daily Herald Staff Writer St. Charles plan commissioner David Richards is moving up to the city council. Voters in St. Charles' 5th Ward elected Richards to replace Don Haines, who vacated his seat to run for mayor. Unofficial vote totals show Richards won with 681 votes.
His challenger, Joan Arteberry Zavitz, collected 509 votes. Arteberry Zavitz, who heads the city's youth commission, congratulated Richards and pledged to stay involved. Richards could not be reached for comment. Both Richards and Arteberry Zavitz previously sought election to represent the 5th Ward - Richards in 1997 against Haines and Arteberry Zavitz in 1999 against Alderman Peter Grathoff.
