Byline: Erica Meltzer Daily Herald Staff Writer The Downtown St. Charles Strategy Plan envisions a pedestrian- friendly downtown with open spaces, public art and an enhanced riverfront. That sort of forward thinking led the Illinois Environmental Protection Agency to bestow an Illinois Tomorrow Award on the project and the Downtown St.
Charles Partnership. The partnership will be recognized in a ceremony at 10 a.m. today in the Sullivan Room at Roosevelt University, 430 S. Michigan Ave. The Illinois Tomorrow Initiative, begun by Gov. George Ryan last year, aims to create more livable communities in Illinois through cooperation between government and private groups.
