Risks in farming out FBI duties The FBI's image has suffered in recent years on several counts. The Ruby Ridge case. Its failure to quickly nab spies that for years endangered our national security. And now, allegations that the agency did not do all it could to possibly prevent the Sept. 11 terrorist attack.

But one area of investigation in which the FBI has rarely heard scorn is its prowess in cracking bank robberies. Its expertise in this area is long-established, ranging all the way back to its success in bringing John Dillinger's bank robbing days to an end.
