Byline: Tom O'Konowitz Daily Herald Staff Writer The fourth time's a charm for Republican Margaret Scalfaro of Carpentersville, who was elected by a slim margin of 27 votes to the Kane County Board Tuesday - ending a losing streak of three failed bids for the same seat. Scalfaro defeated Carpentersville's Harold "Red" Floyd for the Kane County Board seat for District 24, which represents northwest Dundee Township and has been long held by the Democratic Party.
