Byline: Patrick Garmoe Daily Herald Staff Writer Elgin Mayor Ed Schock had reason to smile Friday. His city and neighboring communities on the far western edge of growth scored big in the latest list of construction projects through 2012 that the Illinois Department of Transportation released Friday.

Highland Avenue reconstruction from Randall Road to McLean Boulevard in Elgin is slated to occur between 2008 and 2012, with the state's price tag set at $6.4 million. And by 2012, the state expects to begin extending Stearns Road from Route 25 to Randall Road, for which the state expects to pay $10 million. In South Elgin, plans are to widen McLean Boulevard between Hopps Road and Spring Street for $5.7 million. And $5 million has already been pledged by...
