Byline: Rob Olmstead Daily Herald Staff Writer A Cook County circuit court judge will hear arguments Thursday on whether Gov. Rod Blagojevich's executive order funding stem-cell research is constitutional. Richard P. Caro of Riverside filed the pro se lawsuit Monday in the chancery division of Cook County circuit court.
