Byline: Joseph Ryan Daily Herald Staff Writer Federal aviation overseers gave Chicago a pass Thursday on a $600 million cost overrun and more than a year in delays on the still-young expansion of O'Hare International Airport. "As they say, 'Those things happen,'" said FAA Administrator Marion Blakey, during a news conference at Midway International Airport Thursday.

"Everyone here has to understand that O'Hare modernization is the most complex (airport construction project in the country)." Construction to add four runways, reconfigure others and build a new terminal started in the summer of 2005. Already the original $7.5 billion price tag and seven-year timeline has grown to at least $8.1 billion over eight years. Chicago officials blame the delays...
