Byline: Sara Hooker Daily Herald Staff Writer Deciding how to celebrate Halloween is more to Indian Prairie board members than picking the right costume - or any costume for that matter. So they again delayed a decision Monday evening in favor of waiting for more information from administrators about how Unit District 204's 21 elementary schools should recognize the day.
