Byline: Rob Phillips Daily Herald Staff Writer Elgin's police chief is expected to address the city council Wednesday concerning an internal investigation of whether officers used unnecessary force while executing a search warrant and whether they acted inappropriately by at first not allowing the homeowners to file a formal complaint.
Frank and Betty Granger first approached council members at their meeting March 14 and told them that police had burst into their home - breaking two doors and windows and handcuffing them and their three teenage grandsons. Police had a warrant to search the home - where they were looking for another of the Grangers' grandsons, who was not in the house, and a gun. They found neither.
