Arlington Heights - Victor Ortega, 44, 2329 Arrow St., Carpentersville, was arrested around 8:45 p.m. July 3 and charged with criminal damage to property after a witness saw him scratch the passenger's-side door on a Ford Ranger pickup truck and the front driver's-side door and front quarter panel on a Nissan Murano in a restaurant parking lot at 2200 W.
