Byline: Ames Boykin One Federal Emergency Management Agency official says the cottages at the historic Des Plaines Methodist Campground can be raised, but it might need to be done without federal money. There are questions about whether the Civil War-era campground will qualify for $500,000 in federal money since it's located in a flood plain near the Des Plaines River.

To qualify for the money, "structures may only be elevated if they are not located within a regulatory floodway," according to the agency. Russell Rickart, a FEMA hazard mitigation officer, said the agency for safety reasons has barred its money going to construction projects in a floodway.
