Clinton Keeps Embargo on Vietnam But Allows a Limited Role for Business. (Originated from The Orange County Register, Calif.)

Sep. 14--Continuing a "carrot-and-stick" approach, President Clinton on Monday decided to keep the U.S. trade embargo on Vietnam, while agreeing to allow U.S. companies to compete for development projects there funded by international lending institutions.

In a White House statement, presidential spokeswoman Dee Dee Myers said Clinton's decision to allow U.S. businesses to take a limited role in Vietnam was meant to encourage further progress on the MIA-POW issue.

But Myers said the overall embargo will stay in force "to make clear to the Vietnamese that more needs to be done." Clinton has said he will not lift the embargo entirely unless Hanoi cooperates fully in accounting for 1,600 Americans still missing in action from the Vietnam war.
