Jan. 28--Business leaders generally reacted favorably Thursday to the Senate vote backing the end of the Vietnam trade embargo, saying the tiny Southeast Asia country could prove to be a new market for goods and services produced here should President Clinton decide to follow the recommendation.

Several Southern California businesses, including engineering companies, law firms, power equipment manufacturers and computer makers, could benefit.

For example, experts estimate that Vietnam's roads and bridges alone require $20 billion to $25 billion in repairs.

And the mostly rural country still needs an electric generation network, airports, telephones and other basic infrastructure.
