HO CHI MINH CITY, Vietnam--June 26--One of this country's most successful entrepreneurs complains that Vietnam's business environment is too often contradictory, confounding and corrupt. Still, he contends, it's headed in

he right direction.

"I think you have to make allowances for the fact that this is a transition period," said Nguyen Trung Truc, one of the first overseas Vietnamese to return to his homeland to do business. "We are still groping in the dark. It's a very confused society in terms of economic policy."

But four years ago, when Truc embarked on his first entrepreneurial venture in Vietnam, the business climate was much worse.
