Philadelphia Gas Commission Faces Disarray, Overhaul.(Originated from The Philadelphia Inquirer)

PHILADELPHIA--Jul. 14--A half-million dollar consultant Thursday told the Philadelphia Gas Commission what a lot of other people have said for free: The city's gas utility desperately needs a chief executive officer.

"I've never consulted anywhere where there hasn't been a CEO," said George McCormick, an official with The Hay Group, which conducted an organizational study of the city-owned Philadelphia Gas Works.

McCormick, whose study concluded that the disarray at PGW is largely attributed to the lack of leadership, said he also never heard of a business that had functioned for as long without permanent management. PGW's last CEO left in 1989.
