Virginia Regulators Say Rule Change Needed to Allow Siemens Power Plant.(Originated from Richmond Times-Dispatch, Va.)

Aug. 31--Virginia regulators say a major change in state policy would be necessary to allow construction of a Loudoun County power plant that has no customer for the electric- ity it would produce.

The staff of the State Corporation Commission said last week that the plant proposed by Patowmack Power Partners doesn't meet the state's current legal definition of need because it might not benefit Virginia consumers directly.

The partnership, owned by Siemens Power Ventures, wants to build the project as a speculative plant; it is one of the first proposed in the country to take advantage of an emerging private market for electricity. The plant also would test a new combustion turbine built by a Siemens affiliate.
