TALLAHASSEE, Fla.Oct. 8--His big campaign pledge was to get the politics out of Florida banking regulation: Let an appointed commission rather than an elected official regulate the industry, he suggested.

But for Florida Comptroller Bob Milligan, the road to reform has been rough.

He's getting flak from the banking and securities industries. He set up a 22-member task force to separate regulation from the comptroller's duties,

but it is divided, and his own staff disagrees on which direction to take.

Now, there's fear that a proposal won't even go to the Legislature this spring -- Milligan's second legislative session in office.
