Dec. 31--HIGH TECH SPEAKING OUT AND UP IN D.C. SAN JOSE, Calif. -- When Ken Hagerty was in charge of political affairs for the American Electronics Association in the late 1970s, he had a map of the country on his wall with pins indicating the location of AEA companies. As the industry spread into more states and congressional districts, its clout in Washington would grow, he said.

That prediction assumed high-tech executives would get more involved in the political process as their companies grew.

That finally happened this year, with high tech's increased influence reflected in Congress' recent override of President Clinton's veto of securities litigation reform -- the industry's greatest legislative victory since the 1978 capital-gains tax cut....
