COLORADO SPRINGS, Colo.--Feb. 27--El Paso County could lose its enterprise zone, and the business tax breaks it has used to attract dozens of employers, under two of four legislative proposals that would reform the state zone program.

Local officials say the package of breaks they can offer under the 10-year-old program is one of the few financial incentives they can use to compete with states that dangle huge breaks to lure industry. Enterprise zone tax breaks were major parts of incentive packages given Apple Computer Inc., MCI Communications Corp. and Rockwell Semiconductor Systems.
