Managed Care Brings about Health Reforms despite Congress' Inaction.(Originated from Richmond Times-dispatch, Va.)

Apr. 15--Health-care reform legislation no longer dominates Capitol Hill, but consumers, insurers and health-care workers continue to feel its impact.

"It's like health-care reform went on without Congress," said Linda Radey, a Washington economist who monitors health care.

In the Richmond area, as elsewhere, mergers, acquisitions, restructurings and increased managed care have replaced politicians' examination of the industry.

The changes have wrought layoffs and the consolidation or elimination of some longstanding units at some area hospitals.
