PALM HARBOR, Fla.--Apr. 14--As a youth, Jim MacDougald thought he might become a writer or a poet or a jet pilot, not a businessman. And certainly not a businessman who focuses on government regulations and insurance.

That's too boring, complicated and arcane.

But that's exactly what MacDougald became and those are the words he uses to describe what his company, ABR Information Services Inc., does.

The quiet, back-office operation with a few employees scattered here and there made a big splash last week when it announced it was buying 72 acres of land in Tarpon Springs. ABR said it wants to build a $30 million complex to house 1,500 employees it thinks it may have within five years.
