Customers Find Rising Problems at Florida Power Corp.(Originated from St. Petersburg Times, Fla.)

May 7--Customer complaints to the state about Florida Power Corp. last year soared to more than double the number filed during 1994 -- a rise unique among large electric utilities in the state.
In some cases, the state's Public Service Commission ruled in favor of the customers. In others, it ruled in favor of Florida Power. But taken as a whole, the statistics offer some clues as to why dissatisfaction among Florida Power customers ran so high in 1995.
Last year, 618 complaints were logged in, compared with 295 the previous year. Nearly one of every six complaints in 1995 concerned bills that customers said appeared too high.
At least some of the high-bill complaints sprang from the frustrations of hundreds of residential customers who started paying...
