City's Effort to Run Tacoma, Wash., on TQM Principles Wins Praise in Book.(Originated from The News Tribune, Tacoma, Wash.)

TACOMA, Wash.--May 10--Government these days usually is at the receiving end of criticism about efficiency. It seldom is used as an example that could be followed by private business.

But now comes praise for implementation of a total quality management plan by our very own City of Tacoma.

The kudos come in a new book, "The Stuff Americans Are Made Of: The Seven Cultural Forces that Define Americans -- A New Framework for Quality, Productivity and Profitability," by Josh Hammond and James Morrison.

The book uses the city as an example of "Government as /Un/usual."

The authors include the commendation for Tacoma in a reference to Deborah Hopen, president of the Center for Strategic Business Solutions, now affiliated with Xerox Quality...
