Jan. 7--Consumer electronics giant Circuit City announced a bold return to the tri-state area yesterday, saying it would open 40 new stores here in the next three years.

A decade after it quit the city to expand nationwide, the country's largest electronics retailer said it would open its first 15 stores here by year's end and create 1,500 new jobs.

Circuit City -- which sells brand-name merchandise at discount prices in 429 stores -- said it plans to open an outlet in Union Square by Christmas 1998 and plans others at the Atlantic Center mall in downtown Brooklyn, in Staten Island and Rego Park, Queens.
