Florida's Hillsborough County Raises Water, Sewer Charges.(Originated from St. Petersburg Times, Fla.)

TAMPA, Fla.--Jun. 13--Hillsborough County commissioners -- facing the prospect of the swift and certain downgrading of their water department's bond rating if they didn't act -- approved a plan Thursday to raise water and sewer charges.
Developers and apartment owners, who will bear the brunt of the hefty increases, were incredulous.
"How much money was lost because of projects that will not be built?" asked William Drew, a researcher for a local real estate investment consultant.
Developers and apartment owners had spent hours trying to convince the commission that increasing water and sewer rates and impact fees and changing how those rates are calculated would not increase revenue to the financially strapped water department....
