HOUSTON--Jun. 24--Two symbols of Kenneth Lay's obsession roost in his office 51 stories above the hot Texas sidewalk. A brass telescope points through his tall windows and out across the flat panorama. Near it sits a big globe.

One represents the world market Lay wants his company, Enron Corp., to rule. The other: The vision allies and foes say that Lay -- more than anyone else -- has to make it happen.

Lay pulled Enron from a swamp of debts 11 years ago and made it the dominant natural gas and electricity seller in the United States.
