Oct. 19--Edward Garvey, chairman of the Minnesota Public Utilities Commission, believes in market forces -- and they're surrounding him now as telecommunications technology expands and the government works to deregulate the industry.

Quality, equity, price and choice. They're a mantra for Edward Garvey.

Garvey, 36, chairman of the Minnesota Public Utilities Commission, injects those words into any conversation he has about the PUC and its role into today's efforts to deregulate local phone service -- and, in all likelihood, electricity and natural gas down the road. The words even race across his office PC's screen whenever its screen saver kicks in.
