Peco, Environmental Groups Discuss Competitive-Electricity Settlement.(Originated from The Philadelphia Inquirer)

Oct. 28--For two months, the environmental groups had been talking with Peco Energy Co. For many, it was a negotiation with a longtime nemesis, a company that had steadfastly insisted on building nuclear power plants and a water-diversion project over their bitter objections.
Peco wanted the environmentalists to support a proposed settlement that would set terms for the utility's transition to a competitive electricity market over the next decade. Could Peco offer enough concessions on such issues as conservation and support for renewable energy to win them over?
For now, the answer appears to be no.
