Arizona Utilities to Compete in Opening of California Electricity Market.

Mar. 30--When the switch is thrown March 31 opening up California's electricity market to outside competition, Arizona's three major utilities will be in the thick of it.
And at least two of them are already at each others throats. Tucson Electric Power Co. has filed complaints with Department of the Interior and the Department of Energy claiming Salt River Project is using its non-profit status to unfairly compete in California.
