Former Pennsylvania Utility Panel Member Sees Little Phone Competition.

Sep. 21--When he became a former member of the Pennsylvania Public Utility Commission in June, John Hanger says, he got firsthand evidence of something he had contended as a regulator: that healthy competition in local telephone service remains a long way off.

Hanger and his former counsel, Peter Meadows Adels, were setting up shop for a new law and consulting firm. For one office, just outside Harrisburg, they managed to find a company that provided a cost-saving alternative to Bell Atlantic. For their other office, in Elkins Park, they are still trying to get connected.

Hanger said their frustrations illustrated the hollowness of Bell Atlantic's assertions that local phone competition is thriving.
