Oct. 29--Denise Lucy picked up the phone at her new Sunnyvale home on July 20, fully expecting to hear the dial tone promised by Pacific Bell.

Instead, she heard nothing -- and continued to hear nothing for the next four weeks. Along the way, Lucy found out what hundreds of other Silicon Valley residents are discovering every month: in one of the most connected, communications-rich places on the planet, you can't always get a phone line.
