Credit Card Issuer Capital One Financial to Add 3,000 Jobs in Virginia.

Feb. 10 -- The Richmond-Petersburg area has the tightest labor market in two decades.
But Capital One Financial Corp. is unfazed. The credit card and telecommunications marketing company formally announced plans yesterday to hire 2,360 workers in this area in 1999 and a total of 3,000 in Virginia.
The company has been growing so rapidly that even its top executives are amazed.
"Ten years ago, we founded a fledgling little dream," Richard D. Fairbank, chairman and chief executive of Capital One, said yesterday after a ceremony where expansion plans were announced. "I don't think anyone thought we would be Richmond's largest private employer... . No one believed we would be this successful."...
