Apr. 26 -- Malcolm "Mac" Bailey stands as a proud symbol of America's stake in tobacco.

The 55-year-old central Virginia native is a fourth-generation grower and his son, Steven, 28, serves under him as vice president of S&M Brands, a small cigarette manufacturer the pair started to package tobacco from their Keysville farm. The Baileys are the state's second-biggest tobacco producer and the senior Mr. Bailey serves as president of both the Virginia Agricultural Growers Association and Golden Leaf Tobacco, a premium leaf dealer.

In normal times, the Baileys might serve as eloquent spokesmen for the industry, arguing the case of independent tobacco farmers against those who stigmatize smoking and demonize...
