Florida Regulators Want to Tighten Lid on New Phone Prefixes.

Jun. 7 -- Joe Garcia is mad as hell and he's not going to take it anymore.
That's why the Florida Public Service Commission, of which Garcia is the chairman, has petitioned the Federal Communications Commission to let Florida craft tighter restrictions on the issuance of telephone numbers.
The petition is aimed at curbing the runaway -- and apparently artificial -- "exhaustion" of phone numbers that is forcing Florida to add area codes and extra dialing procedures at a dizzying pace.
The PSC recently approved the state's 13th area code -- and could add as many as five more before the end of the year. Already, Miami residents must include the area code with every local phone call -- a 10-digit...
