Officials Assign Cleanup Responsibility in Westly, Calif., Tire Fire.

Sep. 29 -- Edward Filbin will get the bill for the cleanup of the Westley tire fire, a federal official said Tuesday.
Filbin, who has denied ownership of the pile of 7 million tires that caught fire last week, and his attorney met with federal officials on Monday, said Dan Shane of the federal Environment Protection Agency.
The EPA has issued a notice to Filbin, which says he is "the potentially responsible party" for the cleanup and contends that he owns the tire pile, officials say. Filbin issued a statement last week saying he sold it years ago.
