Bell Atlantic Competitors Praise Ruling on High-Speed Internet Access.

Nov. 19 -- Companies that compete with Bell Atlantic to sell the intensely popular digital subscriber line high-speed Internet access service hailed a federal ruling yesterday they said will help them move even faster to roll out DSL service.

DSL offers Net connections with download speeds 50 to 125 times faster than dial-up modems by enhancing the carrying capacity of the standard copper telephone wires that serve the vast majority of homes and businesses.

Currently, companies such as HarvardNet, Covad Communications, NorthPoint and Rhythms must pay to have Bell Atlantic install a second standard phone line for customers, which is then outfitted for DSL. Bell Atlantic, however, can add the DSL service to...
