Washington State Says Microsoft Is 'Co-employer' of Temporary Workers.(Knight Ridder/Tribune Business News)

Jan. 26--The Washington Department of Labor and Industries has determined that Microsoft is a "co-employer" of the temporary workers it hires through employment agencies, thus dealing a blow to the company's attempts to distance itself from those workers.
The agency's ruling comes as a result of questions raised by the Washington Alliance of Technology Workers, a group that is trying to organize high-tech workers into a union.
Washtech in December complained that Microsoft is illegally keeping secret personnel files on people who worked at the company in temporary, or contract, positions.
It asked the state agency for an official opinion about whether the workers have a right under state law to receive and copy Microsoft performance...
