Mar. 2--No one likes paying roaming fees for making a cellular call outside the Bay Area, especially the wireless companies that sometimes absorb those fees for their customers.

But a merger between SBC Communications Inc. -- the parent company of Pacific Bell Wireless -- and Atlanta-based BellSouth Corp. could redefine the costs behind wireless phone calls, first for the companies but eventually for their customers as well.

Insiders said Wednesday that the two companies are talking about combining forces to create a nationwide network similar to what has been done by giants such as GTE, AT&T, Sprint and Nextel.
