Mar. 6--A plan to break ground in April on a $350 million power plant at Southern California Logistics Airport is losing some steam as a state agency mulls project details deemed "irrelevant" by both developers and city officials.

The Newport Beach-based developer of the 750-megawatt High Desert Power Project said the California Energy Commission Energy Resources, Conservation and Development Hearing Committee's Feb. 18 request for more information on the project's well system is "unnecessary," and may delay construction.
